Even though mankind are surrounded by Gods beauty of all living things, the fool still doesnt believe.

That verse is explaining one of the many lines of reason that the wicked use to justify evil deeds. It says nothing about atheists in general, and does not imply that all atheists are fools. When this verse was written, there was no such thing as an atheist. People held the idea of God in their minds perpetually, and believed that some Deity was silently observing and judging every deed. According to this verse, the fool attempts to convince himself that there is no God in order to placate his conscience. A modern equivalent would be, "the fool says in his heart that there are no police..."

See how utterly rediculous the construct is? So why even care what words are put into the construct. It's absurd regardless.

This word 'fool' is from a Hebrew word which denotes someone who lacks morality, anything from a cad to a psychopath. It doesn't mean someone who is stupid, so much as someone who is without scruples. The Ancient Hebrew Prophets characterized God as defending the helpless and uncovering the secret misdeeds of sinners.

It's a great way to demean those that don't believe as you do.

It is used to affirm the faithful's belief.

If you ever have any doubts about God, then you can simply look at the verse and say, "Oh, I shouldn't have such doubt, because then I'd look pretty foolish. Can't have that."

And this gives them a platform of superiority. Regardless of the differences between a believer and a nonbeliever, the former can simply look at the latter and say, "Well, at least I'm no fool." Snap.

People of various religions have been insulting each other for centuries. This is nothing new.

the man thought about it, and thought there wasn't a God and he is a fool for thinking it.
