Because it IS half a barrel. 15.5 gallons = 1/2 a barrel - 31 gallons (actually the range of a barrel's capacity varies widely as mentioned in psymom's link, according to it's usage and substance)

A true "keg" holds 31 gallons so a "keg" is really a half keg.
