Because it IS half a barrel. 15.5 gallons = 1/2 a barrel - 31 gallons (actually the range of a barrel's capacity varies widely as mentioned in psymom's link, according to it's usage and substance)
A true "keg" holds 31 gallons so a "keg" is really a half keg.

A keg is the container while the half barrel is the contained keg distributed.

because they only fill it half way. if it were full it would be too heavy to move!!
