No, they are what is known as 'blood-blisters'. If they're uncomfortable you should be able to press on them like you might a spot, which will ease the swelling.
They usually occur when you've bitten or chewed the inside of your cheek without actually breaking the outer surface, so the inside bleeds slightly but is trapped beneath the whole skin on the outside. Rather like a very small localised bruise.

Im not trying to scare you into anything but heres what i know ok.....
Little spots inside the mouth that are highly characteristic of the early phase of measles (rubeola). The spots look like a tiny grains of white sand, each surrounded by a red ring. They are found especially on the inside of the cheek (the buccal mucosa) opposite the 1st and 2nd upper molars. Named for the New York pediatrician Henry Koplik (1858-1927) who described them.
If you experience any of the following see your doctor
Around 14 days after infection the following symptoms begin to appear:
Cold-like symptoms, such as runny nose, watery eyes, swollen eyelids, and sneezing. Red eyes and sensitivity to light. A mild to severe temperature, which may peak over 38°C (100.4°F) for several days. After several days temperature may fall, but may go up again when the rash appears. Tiny greyish-white spots (called Koplik's spots) in the mouth and throat. Tiredness, irritability and general lack of energy. Aches and pains. Poor appetite. Dry cough. Red-brown spotty rash that appears 3-4 days after first symptoms and last for up to 7 days. The spots usually start behind the ears, spread around the head and neck and after 2-3 days to the legs and around the rest of the body. The spots start small but quickly get bigger and often join up together. Similar looking rashes may be mistaken for measles, but measles has a range of symptoms, not just a red rash.
THEY MAY HOWEVER JUST BE blood blisters, which will fade with time.
