It depends on how well you know the girl in question. I mean, if you're not that close, then I wouldn't go for the passionate thing. But, I REALLY wouldn't go with cooly confident - maybe it's just me but I think that looks arrogant and it's like the guy expects you to agree to going out. Which is a "tad" - ok very - annoying. So a bit between the two really.
I doubt I'm alone when I say that romantic is always good (but perhaps that's what you meant by passionately)
If you know the girl in question well - then think about what she as an individual would like. I mean, me - i'm a soppy sod... but others might prefer the whole cool and confident thing. It really does vary from person to person.
All in all, you can't go wrong with a bit of good old fashioned romance... which I would say is in the middle of the two options you gave in the question...

cooly confident i would say rather than passionate but you do not want to over do it as sometimes confidence can be mistaken for arrogance

Maybe it depends where you are when you ask her and how many dates you already went on! If you're being passionate at the time passionately would probably work!!

Don't act like someone you are not because women can see right through that, and trust me they don't like it.
Just be yourself and ask her out like you are speaking to a friend, she will appreciate that more than you asking her out like you are in a scene from Romeo and Juliet.
