Well. For one thing if you want them to approach you, make sure that yo possess a magnetic personality. Smile more, be more giving, say "Hi" to everyone you meet, be compassionate to others, and lastly don't let your ego/pride get in the way of things. Now, I won't guarentee instant success, but after time, you'll have a happy environment around you and people want to be around happy people, not people who are always grumpy or mad all the time. Give this a try for the next 3-4 months and you'll see some change. Also, make sure that you're happy as well, even if you're not, make sure that the environment around you is still happy... because it's very easy to let negative thoughts cloud your mind... so INSTANTLY, a happy atmosphere can turn to a negative one in a matter of seconds.... I like to say, "never note the negative and preach the positive."
Here's the thing, this whole world is based off of customer service and the ideology that the customer is king. You can take that mindset and utilize it in your every day interactions with people. Treat people like you would like to be treated and be an all around good guy.
Also, lastly... if you're just looking for a girl to play with, DON'T! If you do, then obviously this advice has not hit your head and playing with people's minds is wrong. Don't make stupid moves. Other than that, don't be afraid to stick out your hand and meet some new people. People go around all day being told negative thoughts and they themselves talk negatively... which brings down their mood. Your job is to uplift them and make them feel better about themselves...
Just keep in mind, there's always two ways to look at things... and I'll note it in a cliche, "The glass is either half full or half empty..."

You want them to approach "you"? I'd say that's what you're going wrong. That and expecting that by waiting around a girlfriend will magically appear and like you. Not that it's impossible for it to happen, just highly unlikely unless you meet up with an independent type of woman. You need to become friends with some girls, get to know a girl that you'd like to have as a girlfriend. Then, when you've actually met someone you're interested in, perhaps take the initiative to ask her out to a movie or something. I don't think you'll get a girlfriend by waiting on one to approach you. Be the man, ask a chick out.

Yo, I totally agree with the being the jerk (but funny, friendly jerk). I totally do nice things; I am trained as a technologist so I volunteer at a hospital, I have a sporsored child, lots of charity work, blah blah blah. But I never let any of the girls I am interested in know...why? Because most girls are attracted to the jerk. I know it sounds dumb and I don't get it....but I do it because it work.

Don't be so nice, because i bet you are a very nice guy. Girls like guys with attitude when they out and they want someone really sweet and nice like yourself in private. But don't try to hard...you will be ok. And the most important thing, don't be shy, girls don't like that.

If I was a girl what would I look for?
What kind of guy would that be? Make yourself more appealing and build up your confidence and ask a girl to hangout with you. If it doesn't work try try again.
