An international arrest warrant is a means used by governments for offenses alleged against citizens of another country. For instance, you visit a country other than your own. While visiting the other country you commit a serious crime. That country's government may, through the country's National Court, issue a warrant for your arrest and extridict you from your country to theirs in order to take you to trial.

I think it is a warrant for your arrest that is valid in any country. If you are in the US, the Federal Marshalls come calling.

It is issued by federal or world courts for people, and is usually for some serious offenses.

I think its where they issue a warrant for your arrest in another country. In other words say you are wanted here in America, and run to Canada. They issue an international warrant for you and the Canadian law enforcement would honor it and try to catch you.
