of course cats understand each other because they communicate with their body languages.

Yes, I think they can understand cats from other countries. Cat language is composed of vocalizations that any cat can make, with a large component of body language. So I believe cat language is pretty much the same everywhere.

"Pretty much" might not mean "identical." It's been shown that some critters, like whales, have regional dialects, so maybe cats do too. But I doubt it. I think cat language is so basic that there's not much room for dialects to develop.

On the other hand, cats may have trouble understanding people from other countries. Cats learn the meanings of some human words and expressions, and to the extent that a cat develops a human vocabulary, it will understand people better who speak that language.

Probably the cat from the poorer environment would have learned to speak the same language as the richer place cat.
I think the rich cat will be too lazy to learn other cat languages since incoming cats will learn its language.

Well, I have one cat from the Philippines and one cat from Australia and they both seem to communicate very well with the Yank cats next door. :)
