Its as Reo says. Its caused by irritation or gastric distention that results in involuntary spasm of the diaphragm (mind you, there are other possible causes reported medically, but normally, the reason listed is the most common for people... lol, I knew a guy who got uncontrollable hiccups when under too much stress... at one point, we had to listen to him hiccup through entire exams).
I used to have the same problem as your sister. This sounds corny, but here is what a physiotherapist had me do:
Try having her take a gulp of water into her mouth, bend her upper body over (so that her head is down a bit), and then try swallowing. At that angle, it forces the muscles back into proper movement and rhythm to be able to pass the water to the stomach. If its challenging to swallow the water, then she's doing it right (with a few tries, one can get really good at stopping hiccups on the first swallow of water).

That's bad. She needs to see a Doctor asap as this could be the manifestation of something serious.
The only known and proven cure for hiccups is this:
1. Take a full glass of water.
2. Hold it up to the lips of the sufferer and tell them to push VERY hard on their ear holes as they drink.
3. They must drink all the water.
4. They will probably burp but that should cure it.
I promise you this really works. Try it with your sister.

For a normal bout of hiccups, I would put one of the following in my mouth & let it sit there until the substance disolves on its own: 1 tablespoon granulated sugar, OR 1 tablespoon peanut butter.
Non-stop hiccups sounds like a medical problem. She needs to see a doctor.

It's a disruption in the rhythm of the diaphragm. Relaxation helps. Sometimes a sharp intake of breath, such as a surprise.
