Dont trust programs that claim this!!!
The only method I trust only applies to someone who all ready has broadband! Which involves manually increasing your windows MTU settings. The max MTU size is either 1492 or 1500.
These so called internet boosters either make this change to your registry or they implement a secret cache on your hard drive which gives the appearance of increased speeds. Your computer and your NIC are all ready capable of speeds much higher than any broadband provider currently offers. Any software that claims to double or triple your speeds are scammers not to be trusted. Its simply not possible. Research MTU - disable software running in the background which may be eating up bandwidth, keep your machine spyware free. These are the methods to maximize your available bandwidth. There is a reason techs never use this type of software you speak of. I have been in the networking field for ten years now. See my cited source for more information.
