Yes. If you do spend that kind of money, don't buy an old American car. Buy an old Toyota Camry. They are more reliable and the engines will go forever and ever.
Older American cars in that price range have a limited shelf life. You will be dumping money in them soon.

Buy a 4 cylinder Volvo 240, 740 or 940, non turbo. These can be good reliable cars for less than your $3,000. budget. Or you may find a good 1994-1997 Volvo 850. These cars are safe, reliable, and inexpensive to insure. They are a quality automobile to begin with, and are usually owned for long periods of time by owners who are very diligent about maintenace and service needs. No matter what car you buy, it is a good rule of thumb to allow $500. for unforseen expenses.

Yes, but it won't be much of a car. It wouldn't be a bad idea to take car repair classes at a local college if all you can afford is $3000 cars.

Yes, but obviously be careful what you are buying. Know what to look for, etc. and keep in mind you'll need to put out more money in the long run if you have an older car with things going wrong, etc.

Yes. Shop around and look for the best deal. You won't get a BMW or a Mercedes but you can get a car that runs pretty good.
If you know someone who's good with cars, have them help you (have them test drive the car and look for any major problems)
