I think that as you get older, it does get more difficult to make friends. Think of your living situations and life situations as you grow up. In high school and college you are constantly around new people and have ample time to hang out and make new friends. As you start working though, it seems as though your life, at least for most people, falls into a set routine. There is less time in the day to meet new people because chances are you spend most of your day at work. Also, as you get older if you're married you probably spend your weekends with that person leaving virtually no time for new friends.
From personal experience, I'm 23 and have found little time to meet new people. I can't imagine what it'll be like in 20 years.

nope it is easier. You are more sure of your identity and more comfortable with what you are looking for in friends.
or at least most people are. Low self-esteem is still a factor and some never recover from the beatings that their self esteem takes while growing up.
