However, the application process is closed, so you can't fill out an application right now. Typically you can apply beginning in early October through the beginning of December. The sad news is that it's a lottery. Only a few people who enter will be picked at random to become American citizens.

The INS does have a lottery, depending on the Country you were born in (for example Mexican born citizens are not eligable for this lottery) If you are from another country, you can apply for the lottery, however you have to go to the INS website and apply. No emails are sent out, this is a scam. All they want is your money. They do not represent the INS.
The cost of legal immigration is in the thousands, you have application fees into 2000 dollars, plus any fines and back taxes. Remember there is no such thing as a free lunch!

There is a real diversity lottery, but the government does NOT send out emails soliciting people. It is for a permanent residency for you, spouse and underaged children IF you win and pass screening. I believe registration is closed for the year, but you can apply in October for the next one. Go directly to the US site (all government sites end with .gov as a clue) if you want to apply. There are a lot of people who want to take your money and from what I read on this board, not all of them even turn in your paperwork, which you could do for free on your own.
By the way, what Chastity says about the back taxes etc does not apply to the diversity lottery green card. If you win there may be a processing fee, though.

It's a scam. If you aren't a citizen of the U.S. and you want to be, contact the U.S. Department of Immigration. That's the ONLY place to get legal documentation in the U.S.A.!
P.S.: There's no charge for citizenship, other than your loyalty to the country!
