I think so. I notice my girl dog will sometimes randomly go and lay next to my boy dog and lick him once and be quite.

Sure they do. Being in love is just forming a strong mutual bond with another being and you bet they can become really attached to certain other dogs and even to people.
I used to have a GSD who was totally in love with another neighborhood dog. Back when people used to let their animals roam around free, they would choose each other to run around with out of a whole bunch of other dogs.... they were inseperable.
And my two GSDs I have now are so attached to one another they will get so depressed and stressed out if they are seperated for even a few minutes. They would die for each other..... that's surely love!

Well, sort of. I have observed definite preferences in my girls when it comes to their choice of mate.
For example, one of my girls was recently in season (she was not bred). I have three stud dogs. No matter what stage of her heat she was in, if Smudge or Sailor went anywhere near her she would drive them away viciously. If Curry came by, she would flirt, arch her back, flag her tail and otherwise behave like a "ho".
I've also had issues when I sent a girl off to be bred and she showed a definite preference for a dog in the kennel that was NOT the one I had chosen. She would stop in front of his kennel and flirt with him, ignoring the stud of my choice. This happened with two different bltches, and each time they would not concieve with the stud I chose, but when we bred to the stud THEY wanted we got puppies. (Of course, I would not have used these studs if they were not good quality, it's just that I preferred a different one.)

Not like humans do- dogs are pack animals, so they have a respect for the alpha dog, which is their owner in a domesticated pack, and get more and more secure the more they are in a group.
