Check your battery as you might have enough power in it to run the interior lights but not enough voltage to crank the battery. I have a 2003 and just had to change my battery a few months ago. My neon has 69K on it. Have you tried jumping it? If you can start it with a jump its your battery and places such as Autozone will check your battery for free.

Is the noise you hear the starter turning (fast whinning noise), or the engine cranking over?
There is no distributor in that car so that won't be it.
Nor does it have an ignition module.
If the engine is cranking and not starting my first guess would be lack of fuel. Next would be a timing belt slippage or failure but that is not likey, but not impossible.
If the starter is just spinning (freewheeling) and not engaging the flywheel then you may need a new starter.

Could be a solenoid. Solenoids are relays in the engine assembly that transfer power to the motor. If you hear the engine turning over, there is no trouble with the starter motor, but could also be distributor or spark plugs. Take it to a repair shop and have it looked over. GM cars are famous for developing engine and power train problems around 60,000 miles.

So many possibilities! First check for spark. Take the #1 spark plug wire off and hold it near a grounding point while someone turns the key. If you have spark, it's a fuel problem. If not, it's probably your ignition module. If it's fuel, check your fuel pump.
There's lots more, but those are my first impulses.

Sorry, I'm too far away to see the problem from here. If it's turning over but not starting, it obviously isn't your starter. What is left if spark and fuel. One or the other isn't there, or it would start.
Assuming there is fuel in the tank, and it still won't start, it's time to call the tow truck and take it in to your favorite mechanic to be fixed.

might be your timing belt!? engine turns over but doesnt start? doest the engine turn over faster than normal? usually a problem more around 90k but it is possible!
