I am 18 years old and currently living in the UK. I'm going to University here for a few years but after this I would like to move to the USA, more specifically to New York City, to live and to work. I looked on the US Government Green Card website but people from the UK cannot apply for one...so how can I legally earn the right to live and work in the USA? What do I need to do?

I think you mean you looked at the green card lottery ... and UK Citizens don't qualify for that.

You can get a green card (that is the permanent residency visa), by applying for one and going through all of the steps, if you qualify.
Also, if you find an employer willing to sponsor you, you can get a work visa, or by qualifying as in certain careers and professions.

Try to get a work visa. You will need a company (sponsor) to hire you and sponsor you in the USA. Good Luck
