I don't know where did SMUGGLER come from, but the Philippines is certainly not in the top 10 poorest nation in Asia. I advise that he read more books in Current Events and Economics.
The Philippines from Post World War II up until the late 1960's had the second largest economy in Asia. The Philippine economy during the period of the 80's was marked by stagnant growth as a result of dictatorship and martial law. The Philippine economy has hit its bottom and on its way back to where it once belong.

my guess is somewhere in the center of the continent- afghanistan being an obvious canidate. Cambodia, vietnam and laos are probably canidates for it. Thailand probably was in there but not as much now, but I bet under military control they will soon return back to the economic level of 50 years ago given 5 years of inevitable corruption robbery and death that tend to follow coups.
malaysia, philippines, are not quite asia but most people seem to lump them in with the others. china probably has enough people in the middle and west who qualify for it, despite the coastal economy getting all the attention, most of that money stays on the coast or goes back to us in the western world in the end.
I have really only my personal opinion and bias and knowledge of some of the history I picked up by travelling in some of these places near my current work location.
