There is a few reasons the dog could be doing this, fleas, skin allergies, over grooming. best to bring him to a vet to determine the cuase so that a course of action can be decided.

could be a hot spot or just a nervous thing. one of mine did it till it turned into a sore. if there is no reason for it(fleas, hotspot), then try to distract them, and if the spot becomes a sore or it bothers you distract them and put cream to stop licking on it.

i was told that some breeds have a gland in their legs that secrete endorphins and when they are nervous or stressed or tired they lick their leg to release them, it's kind of like a baby sucking their thumb. it is a comfort thing. i have a cockapoo that does the same thing. usually i tell him to stop then pet him and that seems to help.

its a hot spot more than likely. like a rash. there are anti itch sprays that work pretty good at your local pet store

Maybe it just itches, put a sock on his leg and tape it on with medical tape only so he can't get to it
