They were allies. They signed a treaty with Germany and Italy to form the Axis Powers. There was some cooperation between Germany and Japan. Germany sent what you could call advisors or liaisons to the Japanese military. I know the Japanese fighter known as a 'Tony' was based on the German Me-109. Also, I believe Germany provided Japan with some submarines, as well.

yepp, they worked together, actually it was Germany, Italy and Japan who was trying to get the power from the bordered neighborhood countries. In that case it was France,Britain and Republic of China. Hitler was the one who actually had made agreements with these countries,like already said Italy and Japan, and was trying to get more power for himself. He also made a agreement with sowjetunion, so he could use this way to reach the countries (China)
