We are having a room repainted. The painter is telling us we need to sand the walls, prior to putting on the new paint. Is this correct? Or is this simply an extreme, best practice?

If the wall has a smooth finish, I'd just prime and go!

Sand the walls??!! Unless you have some kind of very high-gloss paint or extremely unusual surface this is not only extreme, but it is not even a "best practice".
Even if those circumstances on your walls do exist, there are some excellent primers out there (I recommend Zinsser Bullseye 123) that will solve almost any adhesion problems for a fresh coat of paint.
Clean the walls: yes. Sand them?: I cannot imagine.
Now, bear in mind that I am not seeing your walls and seeing what the painter is seeing, but as a hardware store guy selling paint for over 25+ years, I have NEVER recommended anyone sand their walls just for a repainting job. There is almost always a "Plan B" solution.
I would suggest a second opinion and perhaps a different painter.

If any part of yr wall surface is "uneven", yes u need to sand that part of the wall before the repainting OR the wall paint had peel badly leaving a big gap - u need to remove the peel part, patch up with wall patch putty, let it dry - sand to even surface then re-paint.

It depends on what kind of walls you have and what shape they are in. If the walls are sheetrock then they should not need to be sanded. But if it is wood paneling or tongue and grove it most likely will need to be sanded, and if the walls are wood then I would suggest staining them instead of painting.

I guess it would depend on what's on there now. Ask him why he thinks it needs sanded. Are there bumps or divots on the wall? Most times you can just paint right over the old paint or prime the old paint then paint over that.

It depends on the condition of the walls. Can you see the seams and nail pops? Is it a dark color you are painting over? Use a good primer over all walls then paint with the color you choose.

Yes. You do need to sand walls for re-painting.

unless your paint is pealing off the walls just have him use a bonding primer that's cheaper than the labor required to sand

it depends on what kind of walls you have but i don't think you have to if the paint sticks

If its not really dirty or rough its extreme sweep kiltz and paint.
