Biologically speaking, it is to do with the amount of neural connections within the brain: the more you have, the easier it is to process, analyse and synthesise information, stimuli, etc. However, being smart and clever is not the same as having wisdom!

Everyone is smart in different ways. If someone may not be too good at math, that same person may be an excellent musician. If someone is not too good at sports, he or she may be brilliant in the sciences. It's all relative. All of our strengths and weaknesses just balance out so essentially, everyone is the same in different ways.
