It just means that you can speak 2 languages and are at *least* semi-fluent in each ie. able to comunicate effectively in either language in past, present, and future tense and can understand and describe complex ideas or things. It is not nessesary to be perfect in both or even nearly so but able to *communicate effectively in both.

It is not nessesary that you were taught these languages at a young age. Many poeple learn new languages and become bi-lingual. However, it is much more common that people learn to be bi-lingual at a young age because it is very difficult to learn to think in a language that you did not grow-up learning (some days when I learn a-lot it can be like a migraine from hell like nothing else -but in the end it feels good to learn).

Being Bi-lingual doesn't mean speaking both languages equally. The main thing is being able to convey and understand in the 2nd language.
VERY FEW people are actually equally able to speak and understand 2 languages the same. I dream in Spanish, English and German but my abilities are nowhere near the same in them.
