Well, one of my cats hurt her front paw one time.
I took her to the Vet and said "Something is wrong with her paw"
He asked me which one and I said "Her right arm".
He just looked at me and laughed and said "I know you think your cats are little furry people, but cats don't have arms they have four legs"
So according to my Vet, four legs...but I still call the front ones their arms...LOL

most of my past cats had 4 legs, but my current one has arms, he uses his hands to pick up food, take magnets off the fridge, to get milk out of a cup and other little things, he has a skill and it's cute.

I would assume no oposable thumbs = no hands/arms, but cats have been taught to eat with forks and chopsticks or to even dial 911 in emergencies with their front "legs" so I would consider that arms.
