I say it's China, they do a lot of research ,actually a paper that i read said the will be the leading country in innovation-oriented society" by the year 2020, and a world leader in science and technology by 2050.

Unquestionably and up to now it is the USA. However, given the current administration's aversion to science, Id'rather doubt that this is going to continue.
