Hong Kong is a country name. Its official full name is Hong Kong Special Administrative Region, in fact Hong Kong is the own captial as well as the country itself. Victoria City is only a small place in Hong Kong, just like a state in some big countries. It is definitely not a capital.

Hong Kong is just like Singapore. Singapore, also has no capital. But if theorically to say, Singapore, just like Hong Kong is a country name. Official name is The Republic of Singapore and capital is so-called Singapore City.

All these info can be found in most of the organisers or planners.

Wow...lots of weird and incorrect answers here. Well, Hong Kong is a Special Administrative Region of the People's Republic of China. Hong Kong is commonly known as "Asia's World City", so it is acceptable to call Hong Kong a city as well. Does Hong Kong have a capital? Well does New York, Paris or London have a capital?

A lot of the answers above state that the capital of Hong Kong is Victoria City, but that was only the case when Hong Kong was still a British Colony. Few people in Hong Kong knew about this capital (I'm from Hong Kong and I've never heard of Victoria City being Hong Kong's capital). This was because Victoria City was divided into different districts or neighbourhoods long ago, so Victoria City is rarely used. If you look at some older maps or encyclopedias, you might see Victoria or Victoria City as capital of Hong Kong.

Anyway, the Victoria City stuff doesn't matter anymore. Hong Kong is now one of the two Special Administrative Region (SAR)of the People's Republic of China (the other one being Macau). So what does it mean to be a Special Administrative Region and how is Hong Kong and Macau governed? Wikipedia explains it well: Two special administrative regions, namely Hong Kong and Macau, were created in 1997 and 1999 respectively. Each of the SARs has a Basic Law which provides the region with a high degree of autonomy, a separate political system and a capitalist economy under the principle of "one country, two systems", which was proposed by Deng Xiaoping."

Hong Kong does not have a capital city; it is a city in the People's Republic of China. Hong Kong does, however, have a high level of autonomy. Under the 'one country, two systems' agreement between China and the United Kingdom, Hong Kong operates under its own laws and its economic and political systems are independent of China. The city has continued to operate under English common law and use the Hong Kong dollar since it was returned to China from the United Kingdom on 1 July 1997.

There isn't really a capital. Victoria is as close as being one. However, Hong Kong is SAR (Special Administrative Region) of China. So there isn't really a national capital in Hong Kong.

Hong Kong is a state, and it is parts of People Republic of China. Since physical size of Hk only has about 670 miles square, it doesn't have a capital.

HK Government have different law, passport, and governor, of course, HK still has to follow some basic law from China.

by the way, Mainland chinese requires a visa to Hong Kong, even thought American can get in HK without visa for 90 days, and British for 180 days.

I live in HK. Victoria just a name of harbor in hong kong.
hong kong have no capital,but hong kong have many town.
the downtown of hk call Central.

Historycally was Victory city but now its named Hong Kong aswell.
