Yes as long as there is adult supervision at all times and he has his emergency inhaler within reach. As far as the scuba goes, I would not let him go scuba diving in the ocean until he was 100% comfortable and calm with it in the pool, and make sure everyone has an agreed on signal in case he/she feels like there's a problem coming on.

Have him bring 2 inhalors or keep an extra plastic mouthpice in the car when going snowboarding. I have asthma and rode for 1/2 the day only to find out I had smashed my inhalor earlier. Fortunately I had another in the car. My asthma doesn't hit hard right from the get go but it's progressively worse once it starts. If I would have kept the inhalor padded in some spare socks or something that might have been better but at the time, I didn't expect it to break and I had a spare.
With scuba, just have one someplace safe. I surf and keep one in the car when I go.
Good luck!

I would definitely let him Snow board as he woulds get exercise which would help him out. Be sure to have an extra inhaler on hand in case of an emergency. Unsure about scuba diving at a young age but he should definitely swim. Make sure to have adult supervision.

Totally agree with the previous answer. Additional recommendation: always let a child who has been out in the cold "cool down" after exertion before entering a warm house or building. The sharp change from cold to warm will trigger an attack. Also give them hot tea with in case of a mild asthma attack. Tea has theophelline in it which dilated the bronchioles and helps the attack clear.
