Although, I'm Quite confused about the question. I'm guessing one can be as mannered as they see fit. Although, sadly these days, well mannered people are considered pompous or arrogant and then most have no manners at all. Maybe its safer to have a nice balance, being Mannered without sound "prissy" or "brat-ish".
Wow I think i'm thinking about this too much lol.

Depends on who your with and the situation. You can have terrible manners with your closest friend but you need exceptional manners at a job interview.
It's about knowing how to behave so that you don't offend in any given circumstance.
