Over time, as air and oxygen continue to come in contact with the candy, the chemical bonds which make the candy hard, slowly get broken down causing the candy to become soft. But it takes such a long time to break down these bonds, after a short period of time, the surface of the candy feels sticky or gooey, while the interior is still solid.
Also, some hard candies become soft in time because of heat. Due to this, the hard candies literally melt.

dunno but last night i ate an old throat lozenge from last winter and it was better chewy!! they need to start making them chewy!!
