I don't want to do just the get down on one knee romantic dinner thing because that's never really been how our relationship is. I want to do something totally romantic but that she won't be expecting it (even though she sort of is expecting me to propose because we've talked about it and stuff).

How about asking her to see stars in the sky, then when you two look up, point a star with your finger and pretending you want to pick that star for your girl friend.
You succesfully pick a star but instead it's an engagement ring...

I had a friend that ask his girl with a puzzle. They went to a nice dinner and then he presented her with a nicely wrapped box that had at puzzle inside. She had to put the puzzle together. When all was put together the puzzle said her name and will you marry me?? I t was so cute.
I had another friend that went to the girls house and had candles every where and on the floor in the hall there was chocolate kisses leading to the bath room and in the shower there was 3 dozen roses and a note that said now that I have kissed the ground you walk on and showered you with roses with you give me the Honor of spending the rest of your life with me.
I have an idea of my own. Get a message plane to fly by at a time and place with a banner with her name asking her to marry you. or you can take her on a hot air balloon ride and ask her up in the air.
If I knew more about your girl I could tell you some other ideas. I hope this helps a little.

How about writing her a letter? Not an email but a real letter, on nice paper. Telling her how you feel, why she's so special etc. Then make an appointment in the letter, like "If you feel the same way, meet me at XXX[place] on XXX[date] at XXX[time]."
When she gets there, dont talk to her, instead prepare a bunch of notes. Maybe first one could be "you remind me of ..." and you bring along a gift (doesnt have to be expensive) that shows her what you remind her of. Then maybe, "every time i see you, my heart becomes a ..." (another gift) etc etc. Until finally, it's "with all my love i give you .." and you can present the ring [or some other token.

Depending on how courageous you are, you can sing (or lip-sync) your guys' song, or just a romantic song to her, in front of a group of people or in a very popular place. Why? Because it will be spontaneous, it will be a way of professing your love to her for the world to know, and bonus! People will likely give you applause when she says yes.
I'm shy, so I lip-sync and made a music video for my wife.

whydon't you take her on a hot air balloon ride... sunset or sunrise....
or get a plane to write it in that cloudy writing in the sky.
if she wants a puppy... buy her a puppy and tie the ring around it's collar on it's neck
if you're into sport... baseball etc why don't you see if the ground operators would write it on the big screen for you while you're at the babeball game/football game for eg?
really out of the way.. go on the news. ask the media to help you.
go onto your local night news channel and ask her on TV (obviously while she's watching!). put it in the local newspaper/ magazines if she reads either of those.

Make her a delicious dinner, then end with a fortune cookie that has "will you marry me" and perhaps a ring inside. It actually doesn't cost that much to have fortube cookies made

Hey congrats!! I think u should write marry me with tealight candles in a dark room! Just make sure u get good quality candles or they could blow out and you will have gaps in your words lol. Good luck anyways

maybe you would like to follow how my husband got me to marry him...
arrange with your friend to bring her to esplanade.
then in a corner there... surprise her with a bouquet of flowers & a bunch of balloons.
then proceed to river-boat/taxi-boat. [you can actually book the boat & decorate it with flowers, balloons & your name... and maybe "MARRY ME"]
then tour from esplanade to boat quay...
over @ boat quay... maybe you could get some of her friends + your friends + family from both sides.
then upon reaching boat quay...
kneel down & ask if she is willing to allow you to take care of her for life.
i think this is not only romantic but showed ur sincerity by getting the family involved.

okay you get four pieces of paper on each piece you write one word page one you write "will" page 2 "you" page 3 "marry" page 4 "me". you then place each in it's own envolope and make it look like mail and mix in with the letters one day then have her get the mail that day.
