One of my employers did not take any taxes from my income.
Can my tax return be filed without the W2 from this employer?
Or should he send me W2 even if he didn't take any taxes?

You have to supply the W2 to prove your wages earned.

You need to get a W-2 from the employer if you are an employee, regardless of whether taxes were taken out of your wages. He is required to give you a W-2 by January 31. If after your request he still hasn't given you a W-2, you can file without the W-2 after February 15, using a substitute W-2.

If you were not an employee, he should give you a 1099-MISC.

If he gives you no documents, you still include your wages on your tax return, either as wages or self-employed income. In either case both income and FICA will be paid on the tax return.

Perhaps your employer paid you as an independent consultant, instead of paying you wages. In this case, they should issue you a 1099 form instead of a W2. It would then also make sense that nothing was withheld. But you should have been paying estimated taxes every quarter to avoid penalties and interest. You should certainly consult a professional tax expert/accountant.

Did this employer take out social security? You can file without the actual W2 form but you need the employer's tax ID number and your gross earnings.

He must send W-2 if true wages & not contractor income. If the latter - he must send 1099 if over $600

he still should send you a w2 you have to claim your income from that job--it sucks he didnt take out taxes --your gunna have to pay in for what he should have taken out-
