He is In Sri Lanka and me in India, We chatte for the last 3 Years and yet used to miss each other if we did not. I have seen a photo of his and though he insisited i did not send mine. He proposed to me yesterday and i was in dilemma whether it was love or friendship. what should be my answer?

If you're questioning whether you love him, then it's not love. If it's love you would know. Although you haven't met him, which would be important to do.
If you mean whether he loves you or not, only he would know. You can only base what you know about him, by what he tells you.
On-line relationships aren't easy. They carry many complications and risks, but it doesn't mean that people don't fall in love. So he may very well love you. My question is, do you love him? Why haven't you let him see you? Do you have self esteem issues perhaps?
He is at least acting like he does, (if he's being serious that is) about what he asked you. He hasn't even seen you, and "loves you" enough to propose.
