Go to the county clerk's office in every county the person has lived in and ask to see the list of criminals, bankruptcies and civil suits. Go the the Better Business Bureau in every county the person has ever lived in and ask to see the list of complaints. Find someone who owes you a favor and subscribes to a credit reporting agency and ask them to run the person's name.

The people who sell you background information are selling convenience.

Assuming you are talking about finding out about your family history you can check out the USGenWeb.com it is a free site. You can go to the library and access the Ancestry.com website and do a search where you can find all sorts of historical documents like census, death index, war records and marriage records.
