To remove the scent of urine to not only your nose but to your dog's nose, I highly recommend either Simple Solution or Nature's Miracle (both readily available at any pet supply store or on line). These products eat the protein enzymes in the urine and eliminate the source of the smell.
My thoughts on absorbant pads (Wee Wee pads, etc.). These products teach a dog to "PEE HERE!". They are scented to encourage a dog to use that spot for relieving themselves. I work in a pet supply store and very often stop a sale by telling people that this pad will teach the dog to "GO HERE". These pads are for continued use, for handicapped persons who can't always be able to take a dog outside. For small dogs who, due to weather, won't be able to go outside in winter. For people who live in high-rise buildings who won't be able to get their dogs outside to the appropriate area in less than 10 minutes.
These pads aren't for normal dog use.
My advice isn't my own. The literature and tapes I have seen in my work in the supply store I work at have told me this. The pads leave a scent on the ground and the dog WILL continue to use this spot to relieve themself. Unless you intend for the dog to use inside as their relief spot, DON'T use the pads.
Instead, teach your dog the word 'potty'. Or any other word you are comfortable with. When you take your dog outside, wait until she starts 'going'. As she is in the process of peeing, say, 'GOOD girl, go potty!'. Several times. When she is finished, she gets a food treat. Start asking her as you take her outside, 'Go potty?'. When she pees, she gets the "Good girl, go potty", followed by a treat.
So she starts to learn that peeing outside gets her a treat.
Also, what is going on in your home that this dog is peeing without someone seeing her? If she is that unhousebroken, in my home, she would be crated if no one was there to watch her. So she couldn't make a mistake.
If you actively catch her in the act of peeing in the house, after you have taught her 'good girl, potty', you can shout, "NO, bad girl, NO potty!" And she will start to differentiate.

Decide on a designated "bathroom" area for her and always take her straight to it when you take her out. If she goes to the bathroom in that area go crazy with praise/petting/treats. If she has an accident in the house ignore her while its happening and then clean it up with pet stain and odor remover. Dont offer any praise or punishment if she has an accident in the house. You dont want her to be afraid to use the bathroom around you and you also dont want her to think its good to go in the house so just ignore it and make sure you offer lots of praise when she does the right thing.
Dogs are smart and they want to please you so just be patient. She will "get it" eventually. It can take up to a year for some dogs to become fully housetrained so dont worry about there being a problem with her. Be consistent and make sure you reward her for the good stuff and ignore the bad stuff!

puppy pads work wonders. i trained my puppy of 5 weeks to use them an it took me just 2 weeks to get her to go outside. put them in the most used spot by the dog and then slowly move it to the door. then take it away, u will have to watch the dog for a while cause it will go to the door an look for it in which is when u take the dog out.

get a doggie door and teach your pup how to use it. when she goes out to do her business give her a treat when she comes in.
you can also take your pup outside every hour or so and reward her when she goes outside. do not reward or give attention when she goes inside. just clean up and spray with a cleaner that will remove the smell (you can buy at the pet store)
Use white vinegar along with detergent when you wash your clothes. This has been the only thing that I have found that will remove the smell.
Good Luck!!
