Unless you are in a very large city like New York, you should call a cab as you will not find a cab to hail anywhere else. It shouldn't cost you anything until you get in the cab, at least in New Jersey anyway.

It's cheaper to hail one from the street as many taxi companies have a booking fee. In Australia it's about AU$3.

It should make no difference. You only pay from when you actually get in the cab.
