Most
christian Church's have prayers to say over the water. It takes a minister, priest, or such. It is the prayer asking God to bless the water. It is an outer sigh of a truth we believe. And when empowered with the Holy Spirit, reflects evil. I would like to add, you can not see holy, so how would you know if the water is. Oh you people who just reject everything you can not see, except the "missing link"

Who honestly thinks water can be holy? Or that a priest can bless water and make it holy? No way. Like someone else said, you can boil the hell out of it and it's still not going to make it holy.

If you are not a Pagan, this is one of the things that they train you to do somewhere along the line that begins with ordination.
For Pagans and Wiccans, you put an amount of spring water in a consecrated chalice, and someone who can invoke the Goddess holds it while someone who can invoke the God holds an Athame point-down over it.
The chalice-holder says: "As the chalice is to the Goddess......"
The athame-holder says: "...so the athame is to the God!" and moves the athame-point down into the water, putting a surge of energy thru the athame into the water.
Ideally, that is.
Practically, the Pagan involved can hold some water in one hand, manifest an 'energy-athame blade' at the point of one finger, focus on the phrase and move the athame-point down into the water, putting a surge of energy thru the athame into the water.
Then it's done.
Or anything in between those two extemes.......

You take water and you bless it. Traditional Holy Water is Catholic, and thus needs to have been blessed by a Catholic priest. However, I've heard of Wiccans creating their own holy water by holding a vial of water up the the moonlight and asking for the Goddess to bless it--for a Wiccan, that would be just as good.

Get a glass of water from your fridge. Go find a little girl being cursed. Splash your water into her face (with the glass if you want). Now, if the cursed girl stops acting weird, then its holy. But if not, then it's not holy. ...darn! what did i just say??? hahaha

just because you aren't ordained doesnt mean you cant make holy water in a pinch......in a vessel of some kind, put some water in it
on another vessel (plate, bowl, whatever) put some salt down
clear your mind and put your fingertip in the salt
say "i bless this salt symbol of the earth to use to fight evil. banish all evil from this place."
put the same fingertip in the water and say "i bless this water, giver of life, banish all evil from this place"
pour the salt into the water and say " as salt is to life, i bring it to water, the vessel of life...let the powers be joined and banish all evil"
dont gafaw, it works if you have faith in it.
