Only if there was an invite to kiss them. If they're talking to somebody who is the opposite sex of them then no. It would make you look like you're claiming your territory.

No, probably not..
If they came up on me and I was talking to someone
that they did not know, I would probably kiss them...
I would not care what the person I was talking to thought
about it but I would not want to risk making my g/f feel uncomfortable in the opposite case...

You haven't seen each other all day and you meet up for supper. She is talking with someone and you walk up quick peck and she introduces you.That is ok. But to be all over someone just to prove they are yours makes you look insecure.
