Go to Control Panel then Reginal and Language Options. Then go to Advanced Then select the arabic option. Check it then pop in your Windows Disk...

You also need to download arabic fonts(alphabets) onto your computer.If you don't have that it cannot and so you cannot write arabic.
Automatically (depending on the system you use) it should be able to recognize and display arabic.

When you find Arabic pages that you can't read go to Page--> Encoding--> Arabic (windows)
