USS stands for United States Ship, and is applied to warships.
USNS also stands for United States Naval Ship (also Naval Service) and is applied to non warships. This can include Navy research vessels and other auxilliary type ships.

The nations of the United Kingdoms (i.e.- Canada, Austrailia, New Zealand) use the prefix of HMS, for Her (His) Majesty's Ship.

A ship with the USS desination is a US warship and is filled with Navy sailors. A USNS is a support ship that is very important to the navy, but is mostly staffed by civilian mariners, but has a few navy sailors aboard. The designations are due to budget constraints. The meaning of the letters is correctly posted above.
Other countries use much different letters, The UK. Canada, and Australia use HMS Her (or His, if there is a king) Majesty's Ship. Look up Janes Military Defense for other prefixes.

A ship titles USS means that it is a warship such as the USS Carl Vinson CVN 70. Carl Vinson is a Nimitz class aircraft carrier. Think fighting ship when you see USS. USNS when applied to a ship means united States Naval Ship, such as USNS Comfort which is a hospital ship if I remember correctly. USNS ships are support vessels and not combat units. If I remember right most USNS ships are part of the Military Sealift Command and are part military, part civilian crew.
