OK, time to get serious.

I would ask:
What professional organizations to you belong to?
How much continuing education to you attend per year - over and above the state requirements?
How many of your staff members have been with you more than 5 years?
Do you guarentee your work, and if so, how long?

Cost is not the main factor. Good stuff costs more than junk - that's just the way of the economy. If all you want is cheap, have your teeth filled at Walmart.

I would ask:
Hey, how are you??
How long have you been in practice??
Has it been a busy day??
I have this type of insurance. Are they usually hard to deal with?
What made you decide to practice in this area??

Just get a general feel of the dentist as a person. So much can be said about the person they are rather than the doctor they claim to be. If you feel comfortable being around them and they seem genuinely interested in your questions, give it a go!!
Oh, and be sure they accept your insurance!
Good luck to you!

Do you provide the gas?

Can you prescribe Vocodin when i want it?

Honestly, always try to go with someone who recommends it. It is the only fail-safe way. Many bad dentists have good credentials. If you are new somewhere ask at work or school.

Good luck amigo.
