There isn't a second story.
The heating and air conditioning are all floor vents. I tested the area while the heater was blowing, and there isn't a draft there.

It's probably not out of all drafts; it could ring from vibrations from the ceiling or airflow due to a/c or heating or door openings, basically intermittent drafts.
You can also move the bell to different locations to determine if rings in other places as well. Vibrations can be from many sources such as loud music, air planes, traffic, and how the bell is mounted and what it's mounted to will determine how sensitive the bell is. It could very well be from a spirit, good or bad, the point is to rule out all mechanical sources so you will know for sure.

no. generally, most spirits don't like the sound of a ringing bell. in fact, ancient "exorcists" in the far east would wear rings on adjoining fingers and repeatedly tap the rings together, making a ringing noise in order to drive the spirits away.

It probably means there was a stray draft...or you thought you heard it ring...I am just not a big believer in physical manifestations of spirits...sorry.
