I was sold a counterfit computer program. Can I press charges on the seller even if he/she in Taiwan? Can we extradite criminals from Taiwan. The software was sent from Shangahi China, and the money was wired to Taiwan.

For a charge like murder will get a extradition....but not petty theft.

An interesting question. You could try re-posting this question (in different words) under the Taiwan (Travel) category. See if anyone else has had a similar experience. There is a BBB-like organisation in Taiwan, but I do not know of an address...yet.

There are many criminals from China hiding in Taiwan. If it was sent from China, then the criminal must be living there. Things poor people in China do for money!

No I don't think so. Not for something so petty, now perhaps if it was for murder or something like that then it's possible but I don't think that China would relinquish anyone over to the U.S. to pay penalty on anything but a vicious crime.
There are some countries as well that refuse to extradite too. I think it was Brazil or something that the U.S. promised not to give the death penalty to someone they sent back over and the U.S. did it anyways, so they refuse to send anyone else over to face punishment. It just depends on the laws of the country and the viciousness of the crime I think.

Selling a non working program is like asking someone to send over a German for a broken tail light on a BMW. lol

china is full of counterfit products, just be carfull to buy anything that made in china unless you want to buy cheap and inferior things.
