The T. Russell Reitz Animal Shelter, located at 605 Levee Drive, is open daily from 1:00 p.m. to 5:00 p.m., except on Wednesdays and City holidays. Each Wednesday, the Shelter is open only for reclamation of animals from 3:00 p.m. to 5:30 p.m. There will be no public viewing or adoptions of animals on Wednesdays. This weekly schedule will allow the Animal Shelter staff the appropriate time to conduct major cleaning and disinfecting of the Shelter. The Shelter will be closed to the public during recognized City holidays.

There's always the animal shelter, or rescue missions. I also recommend Freecycle. Go to freecycle.org and locate your state and city nearest to you or cities around you that you would be willing to travel. I don't know for sure about the New York freecycle groups, but there are postings for animals all the time here in Virginia. I know most people here in VA will post pictures to the group for you to look at and you may be able to arrange a visit to see the pet in action.

There are probably lots of cats that people want to give away in the newspaper. A newspaper is cheap. You can get them anywhere and you can ask the newstand which one is best.
If you don't look like someone who would hurt them or eat them, they are yours, Free to a good home.

Rescue is cheaper because it comes with shots, spay/neuter, worming, vet check and whetever else. Free kittens are not checked so they may be sick plus by the time you did all of the above at a vet it would cost way more.
