How many programs do you have in start up ? This can significantly slow down your computer, and have you checked for spyware ? Those are the first to things I would check out.
There is a good Crap cleaner out there....that is what it is called. Web address for that is www.CCleaner.com That is the third thing I would do

Best way to boot up quicker is to switch to Linux. I recommend Ubuntu. I have a dual-boot system and timed it one day. With Windows XP from the time I hit enter to the time I could open my first app, 1 minute 45 sec. With Ubuntu, 45 seconds.

I'm guessing you also took a look in your startup folder (Start/All Programs/Startup) to see what applications are running on boot. You should also check what services are starting in the background on boot (Start/Run/msconfig.exe/Services or for a different view Start/Control Panel/Administrative Tools/Services).
It takes awhile to go through them all though, and I don't recommend turning anything off without knowing what it is. ProcessLibrary.com is a good resource for identifying Windows services.

Ok , first you may have too much software running at startup , so first open start , open program and look inside the startup folder , then opne start and then run and type , msconfig . now on the last tab just edit the things you want to boot with windows

Set wallpaper and screensaver to blank or none.
Check startup menu. Load only those programs you actually use every day.
Run Disk Cleanup, Scandisk, defrag regularly.

It would help if you could specify your processor. Usually the processor and memory space on your Computer deal with how fast it boots up.
