You must have a LEGAL reason to obtain vehicle registration data via a plate number (e.g., you were the victim of a hit-and-run). If that occurs, file a report with the police. Otherwise, motor vehicle records are private and confidential, as per the Drivers Privacy Protection Act.

I think you have to have police or DMV contact to do it free of charge; and the plates that are searched so whomever you use will have to have a reason if their asked.

This is the domain of the DMV and you are not going to get that info without a good reason, unless you know someone willing to risk their job.
