Yes, it depends on all three. A forward facing car seat is usually rated for toddlers who are at least one year of age and weigh 20-40 lbs. The height varies because it depends on how long their torso is. But basically they need to move to a convertible seat (approved for forward and rear facing children) as soon as they've outgrown the infant carrier carseat (my son did that at 5 months....he was too long and his shoulders didn't fit in the straps anymore). They can't face forward until they're one year old AND weigh at least 20 lbs.

First of all, you want to keep in mind to keep your child in a 5 point harness system for as long as you can. When moving a child from the infant carrier to a convertible seat that does rear and forward facing, you want to keep the following in mind:
Keep child rear facing until they are a year old AND at least 20 pounds. Some moms think that because their child has hit 20 pounds by four months of age that it is ok to forward face the child.. ITS NOT! So always remember at least 20 pounds and a year old.
With the convertible seats, you can use most from 5-65 pounds.
The Graco Comfort Sport goes from 5-33 pounds rear facing, and 20-40 pounds forward facing. It costs about $99.99-$139.99 depending on what pattern you get.
The Britax Marathon, Declathon and Boulevard, goes from 5-33 pounds rear facing and 20-65 pounds forward facing. These seats costs at least $250.
If you go with either of these seats, you wont need to purchase another carseat for a while, until they are either too tall(which is most cases for kids to go to another seat), or they are just uncomfortable. Then you go to a booster. What is nice now is that some companies like Safety 1st(my fav for booster) has a 5 pt. harness system. This seat you can only start in when they are 3 years old, 30 pounds, and 38 inches tall.

General rule is they face forward in a toddler seat at 1 year 20 pounds and can be taken out of a seat (legally) at 4 years and 40 pounds. I'm not sure if that helps, but maybe call your health department they have all kinds of info on it and talk to your child's doctor they have the best advice for you. Good luck!

A convertable style forward facing car seat...US law states they must be 1 year old & at least 20 pounds. They must be both! It is NOT what ever comes first!!

please listen-
your baby MUST be 20 pounds AND one year old--not one or the other.
I learned this at my first prenatal class.
to whoever moved their child to a forward facing seat before they were a year old--it is VERY dangerous to put a 20 pound infant in a forward facing seat--if you saw the videos you would put your child back!!
at 20 pounds and one year-they are tall and heavy enough to sit forward facing--but NOT before that!!
