First and foremost, never use soap on your legs. Even so-called "moisturizing soap" will dry your skin. Unless your are getting really dirty on a regular basis, you only need soap for parts of your body that are either oily or sweaty (think face, armpits and groin). The rest is adequately cleansed with just water.
Second, drink plenty of water: Hydrating your skin from the inside is as important as external moisturizers.
As soon as you get out of the bath or shower, dry off quickly with a towel, then apply moisturizer before the skin is completely dried by the air. I suggest Eucerine cream as a particularly good brand, although there are stronger ones by prescription.
Finally, when it comes to shaving your legs, you actually don't need soap and water. Believe it or not, a skin lotion will provide all the lubrication the razor needs without stripping the skin of oils (actually you will need hot running water to rinse the razor frequently...) and you might find you get less cuts, too.

After you shave and after you get out of the shower, put some Vaseline or Jergen's lotion on them and rub it on your skin. I say 'after a shower' or 'shaving' because that's when your legs are moist and wet. Applying lotion on your skin right after you've gotten out of the shower or shaving keeps the moisture on your skin to keep the skin moist - helps lock in the moisture to prevent them from getting dry. Eucerin, I hear, is also good. Try lotion that has Shea butter and/or aloe.

when you get out of the shower do not dry off, instead rub in body oil and air dry, when you just get out of the shower your skin is more likely to absorb the moisture and if you do this every day for a week or two, your skin will be so smooth you will only have to do it everyother day to keep it up. I use Neutrogena body oil, light sesame formula.

Obviously lotin would be the answer but cocoa butter is the best. I have legs that scar really easy and i use cocoa butter and iit get rid of the scars too. But it definatly works best for dry skin (sansative skin too). But you should put lostion on them after you shave because it tends to burn really bad. wait a little while.

lotion works best or when you shower try using dove it really helps in making your legs feel smooth and nice, but for the most part just keep some lotion in your purse for emergencies.

when you take a shower use moisturizer on your legs and when you get out of the shower dont wait and use ''real'' lotion or Vaseline that works for me
