Hey, I have just done a test in photoshop to make sure what I am telling you is exactly right.
1. Expand your canvas size so that you have room around the edges of the photo.
2. Use your selection tool and select your photo, but leave an edge, only select the middle section of your pic, so there is room for feather.
3. Then go to feather and type in your amount.
4. Then do select - inverse
5. Press delete, and your photos edge should be feathered.

The easiest way is....
1....Open the sized picture you want to work.
2.... select your image with Marquee tool.Rectangular or elliptical. press M to get that . A feather column will appear on the top.You can type25 or 50 as you want to feather and drag with the M tool.
(Other wise fist you drag with M tool to select the area you want to feather and press CTRL+ALT+D then the feather column appears, you can type the number as per you wish to feather,and press ENTER.)
3....Then press ALT+S+I to select the outer area.
4....Just prss the backward key which is just on top of the enter key.
You will get a faded edge now.
The second way is
Select the ERAZER, (by pressing E) select the brush size a soft 200 in size. Drag on the edges of the image to fade out.You can make the brush larger and smaller by pressing the two bracket shown at the right side of the key button P.

I thought your question had to do with aging the edges. Feathering won't do that. But if you Select All then Select the border and go back to Select and expand it 6 or 8 pixels you now have a selected area to work with and you can use the noise or distortions in the Filters to age the edges..............

Select a square (or oval) that is inside the border of your image. Feather the selection to your taste. Experiment. Inverse the selection, and fill with white. Try a few times and you will get the hang of it.

Me's advise works, but if you don't mind losing part of the photo, or only want a portion of it feathered, do all of his steps except the canvas step

There should be an artistic Vignette option, then you could change the color for white or black depending on how you want it to fade.
