I think I'd throw it out, just to be on the safe side. Tartar isn't too expensive to replace, and who knows- there may have been a little break in the seal at one time. Why take a chance?

It's probably safe (or at least won't kill you), but it may not taste especially good.
I'd throw it out. Either that or try to make money by eating it on a dare. (-;
