If your new system is not reading the MS Word '98 file you can try Clicking on Open and use the drop-down arrow at 'Files of Type' and choose the option 'Recover Text from Any File' This may allow you to read the text but any formatting may be lost.

As long as you have a floppy disc drive on your newer computer, you should be able to access the file on your floppy disc. Insert the disc into the disc drive. Just click on MyComputer and click on the floppy drive (usually A:). Click on the file. If you have m/s Word on your new computer, it will open up. If not, it will let you know that you don't have it.
