Drap and drop it to the new location. You could also change the registry to lock it into position if needed:

[HKEY_CURRENT_USER\Software\

System Key:

Microsoft\
Windows\CurrentVersion\
Policies\Explorer]

Value Name: LockTaskbar
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = Unlocked, 1 = Locked)

Drag the task bar from the side to the bottom of the screen. Its that simple.

Right click on it to make sure it's not locked. Then, with two fingers, cause you don't know what is has been doing when you're not looking, drag it back to the bottom where it belongs. Then punish it severely. "Bad Taskbar, Bad!!!"

Right click it and choose "Lock Taskbar" to unlock it. Then simply drag it back down to the bottom of your screen.

put cursor on task bar in an open section
left click mouse and hold - drag to lower part of screen
release left click

right click on an empty part of the bar and uncheck " lock taskbar" and then u can drag it where u want it
