Growth means increasing in size by adding more cells.
Development means changes in structure as an organism matures. Cells will have to be made in this process, too.

So when a tadpole gets bigger, it's growing.
When a tadpole changes into a frog, it's developing.

think about a baby. Imagine what it would look like if it only grew. Its head upon reaching mature size would be like a watermelon. Now picture the same baby but it grows into an adult without getting larger. That's growth vs. development.
In plants development would be the differentiation of embyonic tissue in the seed into cotyledons or a twig covered in soil developing roots.
